The Wood-Washington-Wirt Interstate Planning Commission is in the process of developing the Draft Biennial Transportation Improvement Program (TIP) for 2026-2029. The TIP is a list of transportation projects in the study area that are programmed to receive a federal funding authorization during the four years covered by the TIP. The study area includes all of Wood County, West Virginia and portions of Washington County, Ohio. The types of projects included in the TIP are highway, transit, federal land management act, and active transportation facilities. Anyone interested in providing suggestions or comments on projects that should be taken into consideration in the development of the document should contact us via e-mail to vince.post@movrc.org, the agency website at triplew.org, or by mail at P.O. The WWW Interstate Planning Commission (WWW) has prepared a list of projects that have been federally obligated by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) for Fiscal Year 2024 (July 1, 2023 through June 30, 2024). The listing has been developed in accordance with FHWA/FTA guidance that requires Metropolitan Planning Organizations (MPO) prepare and make available for review projects from the previous fiscal year that were federally obligated for implementation. A federal obligation constitutes a legal commitment from the federal government to pay for the federal share of an authorized project cost. The annual listing of obligated projects for FY 2024 is available for review on the WWW website located at www.triplew.org. DriveOhio Releases Draft NEVI Plan
COLUMBUS, OHIO – Ohio is developing its deployment plan as the Bipartisan Infrastructure Law (BIL) makes a historic investment in electric vehicle (EV) infrastructure throughout the nation. The National Electric Vehicle Infrastructure (NEVI) Formula Program enacted with the BIL will establish a nationwide network of EV chargers that support access and reliability for all users.
Ohio will receive over 100 million dollars across the next five years for Direct Current (DC) Fast chargers to be installed along designated Alternative Fuel Corridors. Working with a broad coalition of stakeholders and partners, DriveOhio and the Ohio Department of Transportation (ODOT) are developing a statewide EV strategy to unlock federal NEVI Formula Program funds.

WVDOH 2023-2028 STIP Comment Period

Governor Justice declared Juneteenth to be observed on Friday, June 17, 2022. Therefore, the Virtual Public Workshop for the 2023-2028 STIP has been rescheduled to June 30, 2022, from 5:00pm to 7:00pm. Please see the Amended Notification below: The West Virginia Department of Transportation (WVDOT) is seeking input to help guide the future of transportation in West Virginia. WVDOT is in the process of developing its new 6-year Statewide Transportation Improvement Program (STIP). The 2023-2028 STIP identifies project investments over a 6-year period to fund the operation, preservation, rehabilitation, and expansion of West Virginia’s highway and transit assets statewide with the revenue that is estimated to be available.
WVDOT is hosting a virtual public workshop on June 30, 2022, from 5:00pm to 7:00pm, for the public to review information on future funding levels and provide input on the potential program categories and funding levels for the 6-year period. The workshop will provide a venue for the public to ask questions and discuss the program with the project team. The input will be used to help formulate a draft STIP document that will be available for review and comment at a later date. With new federal funding emphasizing active transportation safety and connectivity, and growing recognition of the health, economic, and environmental benefits that walking and biking can bring, you may be thinking about a plan dedicated to addressing the needs of people travelling by foot or by bike in your community. But how do you get started? Many local governments, regional planning organizations, and partners are developing active transportation plans (ATPs) that identify projects and priorities, while others lack the resources, capacity, or expertise to do so. To assist local governments in developing an ATP, ODOT is accepting applications for Active Transportation Plan Development Assistance. ODOT will provide consultant assistance to support the selected local governments with the development of a standalone ATP outlining the strategies needed to support safe, convenient, and accessible active transportation options. This assistance will follow a specific Scope of Services and be developed in conjunction with the ODOT AT Plan Development Guide & Template. Applicants will be selected based on their level of readiness and ability to demonstrate that this assistance will meaningfully impact Ohio’s six Active Transportation goals, outlined in the Walk.Bike.Ohio Policy Plan:
1. Network Connectivity – Promoting comfortable and continuous bicycle and pedestrian facilities that connect people to destinations.
2. Safety – Reducing bicyclist/pedestrian injuries and fatalities.
3. Equity – Ensuring the system accommodates users of all ages, abilities and incomes.
4. Network Utilization – Increasing walking and biking usage.
5. Livability – Improving the quality of life for all Ohioans.
6. Preservation – Ensuring critical existing infrastructure is in a state of good repair.
Cities, villages, townships, and counties are eligible to apply. It is possible for more than one of these agencies to collaborate on an application and plan. Park Districts may collaborate on an application and plan along with another eligible applicant but may not be the sole applicant. Applications will be accepted through April 22, 2022. Wood-Washington-Wirt Interstate Planning Commission Long-Range Transportation Plan Public Input The Wood-Washington-Wirt Interstate Planning Commission (WWW) has prepared a final draft updated Long-Range Transportation Plan (LRTP) for Wood County, West Virginia and portions of Washington County, Ohio, including the townships of Newport, Marietta, Fearing, Muskingum, Warren, Dunham, and Belpre. Efforts to update the LRTP began in the second half of 2020 and are expected to be complete by the end of 2021. The LRTP identifies recommended improvements to the transportation system through year 2045. The LRTP considers needs related to roadways, transit, bikeways and walkways, rail, and aviation.
To help guide the development of this plan, WWW has conducted extensive public involvement and stakeholder engagement. To date, public involvement efforts have included development of a project-specific website, an online public open house, surveys, direct mailings, distribution of a project newsletter, and updates posted to the LRTP website. Stakeholder involvement efforts have included the formation of a transportation Advisory Group to help guide development of the plan, the facilitation of focus groups on the topics of Economic Development, Freight, Bicycle and Pedestrian Transportation, and Transit, and interviews with key stakeholders throughout the region.
The final draft LRTP and an interactive map showing the recommendations included in the plan are available on the WWW Horizon 2045 LRTP website (https://horizon2045-movrc.hub.arcgis.com/ ). The draft final LRTP is also available for review at the WWW office located at 709 Market Street, Parkersburg, WV 26101. We ask that you call WWW at (304) 422-4993 in advance if you would like to review the Final Draft LRTP at the WWW office. We encourage you to review the draft final LRTP and provide input between October 13, 2021 and October 22, 2021. The Wood-Washington-Wirt Interstate Planning Commission (WWW) in cooperation with the West Virginia Department of Transportation (WVDOT) and Ohio Department of Transportation (ODOT) has developed an Air Quality Conformity Determination on the Fiscal Years 2021-2024 Transportation Improvement Program (TIP). The TIP provides a listing of transportation projects in the Wood County, West Virginia and portions of Washington County, Ohio that are programmed to utilize federal funds over the four period of the TIP. The analysis demonstrates transportation conformity under the 1997 8-hour ozone National Ambient Air Quality Standard (NAAQS). The air Quality conformity analysis reflects an assessment of the regionally significant, non-exempt transportation projects included in the TIP. This document ensures that the findings meet all current criteria established by the U.S. Environmental Protection Agency (EPA) for the applicable NAAQS. A conformity determination has been completed to provide a regional forecast of emissions based on planned air quality significant projects and the latest available planning assumptions. The Wood-Washington-Wirt Interstate Planning Commission (WWW) has prepared a Final FY 2016-2019 Transportation Improvement Program (TIP). The TIP provides a list of Transportation projects in the Wood County, West Virginia and the Washington County, Ohio portion of the study area that are programmed for implementation over the four year period covered by the TIP. The types of projects included are highway and transit projects, as well as projects that provide for bicycle and pedestrian use. In accordance with WWW’s public participation plan the final document is being made available for a fifteen day review period ending on May 4, 2015. The TIP can be reviewed on the WWW website located at www.triplew.org or in the WWW office located at 531 Market Street, Parkersburg, WV. The Wood-Washington-Wirt Interstate Planning Commission (WWW) has prepared a draft of the Biennial Transportation Improvement Program (TIP) for fiscal years 2016-2019. The TIP is a list of transportation projects in the study area that are programmed to receive federal funding authorization during the four year period covered by the TIP. Each project identified on the list contains project identification numbers, project description, funding categories, and project cost by phase of work. The types of projects included are highway and transit projects, as well as projects that provide for bicycle and pedestrian amenities. The study area covered by the TIP includes all of Wood County, West Virginia and portions of Washington County, Ohio. Anyone that would like to review and comment on the overall Draft FY 2016-2019 TIP inclusive of the highway and transit components should contact WWW at (304) 422-4993. Comments can be submitted in writing to WWW, PO Box 247, Parkersburg, WV 26102. Attention: Transportation Director; or by email to randy.durst@movrc.org. All comments must be received within 30 days of the date of this notice to be considered in the final document. The Wood-Washington-Wirt Interstate Planning commission (WWW) is in the process of updating the Long Range Transportation Plan for the study area which includes all of Wood County, West Virginia and portions of Washington County, Ohio including the townships of Durham, Fearing, Newport, Warren, Muskingum, Belpre, and Marietta. The transportation plan is a requirement of the federal transportation legislation known as the Safe, Accountable, Flexible, Efficient, Transportation Equity Act a Legacy for Users (SAFETEA-LU). Within the legislation are specific planning provisions that must be met in order to be compliant with the regulation. The plan is required to be updated every four years, maintain a twenty year planning horizon, include multimodal considerations, be fiscally constrained and provide opportunity for public input and comment. The process also includes resource agency coordination and consultation. The plan update will be a complete re-evaluation of the current plan including a reassessment of the recommended program of projects. A public meeting/workshop has been scheduled for July 28, 2011 in the Office of the Mid-Ohio Valley Regional Council located at 531 Market Street in Parkersburg. The public is welcome to stop in anytime from 4:00 P.M. to 7:00 P.M. to review the available information and provide comments.
